who decides on the name?

We almost had a row earlier this evening. We just could not decide on a name. The main problem with us is not because each of us is so adamant about a particular name but because neither of us wants to have the last say on the name. The same thing happened with Izzul. Ez said that he would let me make the call while I insist on having the father to name my children.
But in actual fact, who should be the one responsible to name the child? The father of course! I read that somewhere.
What are our considerations when naming our child? Inline with what was advised to us by the knowledgeable Muslims, there are 3 that we try to abide by:
1) The name is taken after any of the prophets or well-known pious figures (I am really bad at translating this - it should be "hamba-hamba Allah yang shalih")
2) Short, easy to pronounce, easy to remember
3) Have a good meaning

Note how much of importance it is to have the name to be not too long as it is mentioned as 2nd in priority.

And hubby, it must be easy to pronounce.. :) so we can scrap one of the names in our list.
